by the city of Milwaukee for the period July - September 2007 compared
to July - September 2008 rape has increased 40% for the period .

increase?
According to Sociology
Professor Stephen Demuth, there are two dominant theories for why there
are seasonal variations in crime.
Routine activities theory and temperature aggression theory both explain
the relationship between warmer weather and an increase in criminal
activity, Demuth said.

home and more guns on the street have historically led to higher crime.
"When you have all of these variables adding up and coming together I
call that the perfect storm," he said. "With a disorganized economy,
